Annulment proceedings and multilevel judicial conflict

    Get PDF
This open access book provides an exhaustive picture of the role that annulment conflicts play in the EU multilevel system. Based on a rich dataset of annulment actions since the 1960s and a number of in-depth case studies, it explores the political dimension of annulment litigation, which has become an increasingly relevant judicial tool in the struggle over policy content and decision-making competences. The book covers the motivations of actors to turn policy conflicts into annulment actions, the emergence of multilevel actors’ litigant configurations, the impact of actors’ constellations on success in court, as well as the impact of annulment actions on the multilevel policy conflicts they originate from

National audienceOperating a lexical database in the framework of the Innovalangues language learning platform The Innovalangues project aims to design a personalized digital environment for language learning. In this context, several modules such as serious games or exercise generators need a lexical database. It is also interesting to provide solutions for learners to manage their own lexicons. To prevent each one to develop its own lexical database, it quickly appears essential to develop one common lexical database that can be used for modules (machines) and learners (humans). After an analysis around usage scenarios, we set up a multilingual lexical database architecture. We then built a working prototype that integrates with the environment and allows a learner to look up existing lexical resources and create its own lexicon. The LexInnova prototype uses the Jibiki platform for managing heterogeneous lexical resources via its REST application programming interface.

The MPI BUGS INITIATIVE: a Framework for MPI Verification Tools Evaluation

International audienceEnsuring the correctness of MPI programs becomes as challenging and important as achieving the best performance. Many tools have been proposed in the literature to detect incorrect usages of MPI in a given program. However, the limited set of code samples each tool provides and the lack of metadata stating the intent of each test make it difficult to assess the strengths and limitations of these tools. In this paper, we present the MPI BUGS INITIATIVE, a complete collection of MPI codes to assess the status of MPI verification tools. We introduce a classification of MPI errors and provide correct and incorrect codes covering many MPI features and our categorization of errors. The resulting suite comprises 1,668 codes, each coming with a well-formatted header that clarifies the intent of each code and specifies how to execute and evaluate it. We evaluated the completeness of the MPI BUGS INITIATIVE against eight stateof-the-art MPI verification tools

Modeling the effect of a genetic factor for a complex trait in a simulated population

Genetic Analysis Workshop 14 simulated data have been analyzed with MASC(marker association segregation chi-squares) in which we implemented a bootstrap procedure to provide the variation intervals of parameter estimates. We model here the effect of a genetic factor, S, for Kofendrerd Personality Disorder in the region of the marker C03R0281 for the Aipotu population. The goodness of fit of several genetic models with two alleles for one locus has been tested. The data are not compatible with a direct effect of a single-nucleotide polymorphism (SNP) (SNP 16, 17, 18, 19 of pack 153) in the region. Therefore, we can conclude that the functional polymorphism has not been typed and is in linkage disequilibrium with the four studied SNPs. We obtained very large variation intervals both of the disease allele frequency and the degree of dominance. The uncertainty of the model parameters can be explained first, by the method used, which models marginal effects when the disease is due to complex interactions, second, by the presence of different sub-criteria used for the diagnosis that are not determined by S in the same way, and third, by the fact that the segregation of the disease in the families was not taken into account. However, we could not find any model that could explain the familial segregation of the trait, namely the higher proportion of affected parents than affected sibs

Experimenting with 3D vision on a robotic head

International audienceWe intend to build a vision system that will allow dynamic 3D-perception of objects of interest. More specifically, we discuss the idea of using 3D visual cues when tracking a visual target, in order to recover some of its 3D characteristics (depth, size, kinematic information). The basic requirements for such a 3D vision module to be embedded on a robotic head are discussed. The experimentation reported here corresponds to an implementation of these general ideas, considering a calibrated robotic head. We analyse how to make use of such a system for (1) detecting 3D-objects of interest, (2) recovering the average depth and size of the tracked objects, (3) fixating and tracking such objects, to facilitate their observation
